MASON CITY COUNCIL MINUTES
OCTOBER 1, 2001
The meeting was called to order at 7:33 p.m. by Mayor
Whipple.
Present: Council Members: Soule, Naeyaert, Clark, Howe,
Preadmore, Whipple
Also present: Martin
Colburn, City Administrator

Absent: Helbig
Councilmember Howe led in the Pledge of Allegiance and
offered the invocation.
APPROVAL OF MINUTES - REGULAR COUNCIL MEETING:
September 17, 2001
The Minutes of September 17, 2001 were approved as
written.

It was moved
by Preadmore and supported by Clark, to approve the payment of the bills in the
amount of $141,796.71 as submitted.

Resolution No. 2001-55 - Appointment of Cable
Commission Liaison
It was discussed that Council Member Helbig
volunteered to represent the City Council as the Cable Commission Liaison.
Resolution No. 2001-55 was introduced by Howe and seconded by Soule.

LIAISON APPOINTMENT
WHEREAS, the City Council and the Cable
Commission desire a close-working relationship; and
WHEREAS, the Council and Commission desire to
establish a Council Member as a Liaison.
NOW THEREFORE, BE IT RESOLVED, that the City Council appoints
Christine Helbig as the liaison representing the Council with the Cable
Commission.

Resolution No. 2001-56 - Mayoral Appointment - Traffic
Commission
It was discussed that there is a vacancy on the
Traffic Commission and Mr. Frank Guerriero has applied to serve the remainder
of the term.
Resolution No. 2001-56 was introduced by Howe and seconded by Soule.

BE IT HEREBY RESOLVED that the Mayor does hereby make the
following appointment, with confirmation by the City Council, commencing
October 1, 2001 and ending December 31, 2002.
Traffic Commission Frank Guerriero

Motion - 4-Way Stop at Maple and Washington Streets
Discussion was held on the Traffic Commission
recommendation to install a temporary four-way stop for a month, and at the end
of October reverse the stop signs to stop on Washington Street and have Maple
Street go through. A brief discussion
ensued.
It was moved by
Preadmore and seconded by Naeyaert to approve Traffic Control Order (TCO) No. 01-09-2001 and TCO #
02-09-2001. Further, language will be
included in TCO # 02-09-2001 indicating that it replaces TCO # 01-09-2001.
It was moved
by Preadmore and seconded by Naeyaert to amend the motion to include language
in TCO #01-09-2001 and TCO #02-09-2001, stating that they supercede the TCO
that placed the stop sign at Maple Street originally.

Motion Request to Reduce Fees for Use of the Community
Room
Discussion was held on the request of Roy Wilson to
reduce the fees for the use of the Community Room to allow a Halloween
Party/Dance to be held for Community Mental Health.
It was moved
by Soule and seconded by Howe to grant the request of Roy Wilson, President of
the Mason Kiwanis Aktion Club to reduce the community room fee to $20.

NEW BUSINESS
Council Member Soule stated that residents have
requested the City Council to reconsider the Winter Parking Restriction. It was discussed to have include this on the
next regular meeting agenda. Council
Member Clark asked if CATA has approval to locate their signs on light poles
and street signs around Mason. Mayor
Whipple commented that the City Administrator has not had a performance review,
nor has his compensation been considered due to the suggestion by the Mayor to
enact a performance review process that was recently enacted. He suggested that the compensation of the
City Administrator should be discussed and asked that an executive session be
included on the next regular meeting agenda for a periodic performance review
and compensation consideration.

LIAISON REPORT
Councilmember Soule commented that the September 11th
Planning Commission meeting was rescheduled September . The Master Plan process was discussed at
this meeting as well as the concern of the commissioners for the current
vacancy on the commission.
ADMINISTRATOR’S REPORT
Administrator Colburn commented that applications for
the Fire Chief position have being received.
He commented on the progress for the street construction.
Council Member Naeyaert commented that she liked that
new street sign at Jefferson and Maple Street with the City logo.
