The meeting was called to order at 7:32 p.m. by Mayor Whipple.

Councilmember Howe led in the Pledge of Allegiance and offered the invocation.

 

APPROVAL OF MINUTES - REGULAR COUNCIL MEETING: March 5, 2000

The Minutes of March 5, 2001 were approved as amended.

 

APPROVAL OF BILLS           

It was moved by Howe and supported by Preadmore to approve the payment of the bills in the amount of $62,655.71as submitted.

PEOPLE FROM THE FLOOR

Robert Clark, Cable Commission Chairman, of 836 Eugenia commented on various Cable Commission issues.

 

Les Bruno of 1019 Eugenia asked about the removal schedule for the crab trees on Eugenia.  He also commented on the street and sidewalk improvements schedule for Devon Hills.

 

REGULAR BUSINESS

Public Hearing - Zoning Ordinance No. 81 - Amendment No. 81-90

A public hearing is being held on the request to rezone approximately 39.12 acres between U.S. 127 and North Cedar Street.  The request is for areas currently zoned RS-3 ( Single Family Residential), HC (Highway Commercial), AG (Single Family Agricultural), and ML (Light Manufacturing) to create to parcels and zoning districts defined as, O (Office District), and HC.

 

Mayor Whipple opened the public hearing at 7:48 p.m.

 

Dan Dudley of 1808 Hagadorn stated that he is requesting that the proposed property be rezoned to Office District and referenced Planning Commission Resolution No. 2001-02.

 

Jennifer Armstrong of 120 Orchard Lane commented that she would like to see the sewer lines upgraded from 4" to 6" on Orchard Lane and have it dedicated to the city.  She provided written comments.

 

Mayor Whipple closed the public hearing at 7:52 p.m.

Discussion was held on the concerns of Orchard Lane residents.

It was moved by Preadmore and supported by Howe to consider Ordinance 81-90 read for the second time.

SECTION 2.  The City Engineer is hereby directed to make the necessary corrections evidencing this zoning change.

 

SECTION 3.  Attached map evidencing this change shall be marked and designated as Amendment No. 81-90, and the City Clerk shall enter on the Zoning Map this amendment and the date of adoption thereof, and shall maintain a file containing a copy of this ordinance and a map thereto attached.

 

SECTION 4.  This ordinance shall become effective twenty (20)-days after its adoption, but not before it is published in full.

PUBLIC HEARING - SSAB HARDTECH - CDBG

 

A public hearing is being held to close out a CDBG (Community Development Block Grant) project that provided funds to assist bringing in SSAB Hard Tech, Inc. as a public improvement project.

 

Mayor Whipple opened the public hearing at 8:02 p.m.

 

City Administrator Colburn commented on the successfulness of the public improvement project.  SSAB has strengthened Mason’s tax base, provided jobs, and has influenced the infrastructure, a water tower, and the purchase of the new fire ladder truck.

 

Mayor Whipple closed the public hearing at 8:05 p.m.

 

Mr. Sten Sjoberg, proprietor of SSAB, commented that on behalf of his employees, they will live up to the kinds words.

RESOLUTION NO. 2001-18 - MASON AREA CHAMBER OF COMMERCE

REQUEST FOR STREET CLOSURES

Discussion was held on the Mason Area Chamber of Commerce request for street closures to allow annual community events to function safely, as well as related specific items.  Consideration was given to the projected schedule of Streetscape construction.

REQUEST FOR STREET CLOSURES

   March 19, 2001

 

WHEREAS, the Mason Area Chamber of Commerce is sponsoring several community events during 2001, and;

 

WHEREAS, the community events include the Mason State Bank 5k Run, Friday, May 4, 2001, July 4th Celebration and all day Car Show, Down Home Days, Saturday, September 15, 2001, and Christmas Tree Lighting Celebration, Friday, November 30, 2001, and;

 

NOW, THEREFORE, BE IT RESOLVED, Bond Park and the adjoining parking areas are reserved for the Mason State Bank 5k Run from noon to 10:00 p.m. Friday, May 4, 2001.  Also, to provide the highest degree of safety for all participants, for the duration of the children’s races from 7:20 p.m. to 9:00 p.m.., the following streets will be closed to traffic.

·Columbia Street from Rogers to Lawton

·Lawton Street from Columbia to Maple

·Maple Street from Lawton to Steele

·Steele Street from Maple to Sycamore

·Sycamore Street from Steele to Matthews

·Matthews Street from Sycamore to Columbia

·Columbia Street from Barnes to Rogers  (4:30 p.m. to 10:00 p.m.  This is the staging area for the race and the start/finish line.)

 

NOW, THEREFORE, BE IT FURTHER RESOLVED, that the PA system including the microphone and three (3) speaker stands will be available the morning of July 4, 2001, electricity will be turned on during the day on Tuesday, July 3, 2001 around the Courthouse and in front of the Hilliard Building, and streets will be closed to traffic all day for the Mason Area Chamber of Commerce July 4th Celebration and Car Show Wednesday, July 4, 2001, as follows:

·Jefferson Street from Ash Street to Sycamore Street

·Maple Street from Barnes Street to the Quality Dairy parking lot entrance

·Barnes Street, the uphill or west lane, from Maple Street to Ash Street

 

NOW, THEREFORE, BE IT FURTHER RESOLVED, that Maple Street between Jefferson and Barnes Streets and the west, or uphill, lane of Barnes Street between Maple and Ash Streets be closed to vehicular traffic from 8:00 a.m. to 5:00 p.m., and the electricity around the Courthouse and in front of the Hilliard Building be turned on during the day on Friday, September 14, 2001 for the Mason Area Chamber of Commerce Down Home Days, Saturday, September 15, 2001.

 

NOW, THEREFORE, BE IT FURTHER RESOLVED, that the PA system including the microphone and two (2) speaker stands be delivered to the Chamber office early in the week and that the downtown Christmas decorations be installed by Friday for the Christmas Tree Lighting Celebration, Friday, November 30, 2001.

INGHAM COUNTY SOLID WASTE PLAN/RECYCLING

Discussion was held on continuing to fund fifty-percent of the current recycling program with Ingham County and area townships. 

 

It was moved by Birdsall and supported by Preadmore to continue participation in the Ingham County Solid Waste Plan/Recycling as it currently exists through June 30, 2001, not to exceed approximately $341.00 a month.

It was discussed to have staff examine the ordinance on skateboards/scooters and present it on the next regular meeting agenda for discussion.

LIAISON REPORT

Mayor Whipple commented that he attended the  February 20th Planning Commission meeting.  At that meeting discussion was held on the draft Zoning Ordinance. 

 

Councilmember Birdsall commented that he did not have anything to report on the Cable Commission.

 

ADMINISTRATOR’S REPORT

Administrator Colburn commented that the Boundary Commission voted in favor of the 140-acre annexation.  Plans for Linear Park are proceeding.  The Budget Hearing will be held on Saturday, April 21, 2001 at 8:00 a.m.  Streetscape meetings are scheduled weekly at 9:00 a.m. on Thursdays for interested citizens, contractors, and business owners.   

PEOPLE FROM THE FLOOR

Martha Blosser of 609 Beech St, E. Lansing stated that she and her husband own rental properties on Peachtree Place, 521 - 543.  She submitted her comments in writing and also voiced her concerns on the deterioration of certain properties at the south end of Peachtree Place.

 

Jennifer Armstrong of 120 Orchard Lane asked that once it is determined where the allowable areas to skateboard will be, that an announcement could be made at the High School to inform the students.
